Powers And Abilities
Strengths:
Doctor Octopus is one of the world's leading authorities on nuclear radiation and its effect on animal physiology. He is also a brilliant engineer, inventor, strategist and a charismatic leader.
Weaknesses:
Without the use of his artificial tentacles, Doctor Octopus possesses the normal human strength of a man of his age, height, and build who engages in no regular exercise. Beyond his powerful tech he is human and can be killed as such.
Doctor Octopus is nearsighted and due to the explosion his eyes have become very sensitive to light. Due to these two facts he wears dark prescription glasses at all times.
Otto also has an enormous ego to match his intelligence. He thinks most if not all people are inferior to his talent and knowledge and will not hesitate to tell them so. He also has a tendency to lose his temper if someone or something even comes close to insulting his flawless intellect.
Weapons And Equipment:

Tentacles: Doctor Octopus' superhuman abilities derive from the four mentally-controlled, electronically-powered, telescoping, prehensile titanium-steel tentacles. They were originally attached to a stainless steel harness encircling his body from lower chest to waist. Each tentacle, approximately five inches in diameter, terminates in three single-jointed pincers. The pincers are able to rotate in relation to the arm for 360 degrees, in a screwdriver-like twisting motion. Each tentacle segment contains four high-efficiency electric motors equipped with a clutched, helical-gear train, independently mounted on frictionless gimbals and housed in four thin, overlapping layers of titanium-niobium steel. The titanium-steel alloy is light, has high-tensile strength, a high melting point, and high thin-wall rigidity. The motors get their power from a small nuclear-powered thermo-electric generator, which can provide several hundred watts per hour for up to five years before needing to replace its U-239 core. The tentacles have been modified since the time of the original accident to include high-efficiency battery packs (enabling movement when cut off from the central power source) and individual micro-circuit control modules. Each arm is equipped with a LED light and camera lens that feeds directly into Otto's nervous system. What the actuators see, he sees and vice versa. The arms also have a biofeedback to a degree. Meaning Octopus can "feel" if they are touch a surface and to what force the pincers should apply to something. Such as picking up a pencil to crushing concrete. Each arm also has a low level AI with that he calls "Fuzzy Logic" giving each arm their own personality to a certain degree. The Doctor has surmised that his arms reflect a different part of his own mind to the point where he can even hold conversations with them.
Ever since the accident his arms have become fused to his spine and the resulting tissue has grown around them. The trauma of his arm or arms being separated forcibly from the harness would be equal to someone severing their own flesh and blood arm. The Doctor would even feel the loss of the limb for a time afterward like the phantom pain of a soldier losing a limb in battle.
Each tentacle is approximately six feet long at full contraction, but can extend to a maximum of 24 feet in length. Octopus upgrades his arms every few years to keep ahead of his enemies and to take advantage of newer technologies that become available to him. Doctor Octopus possesses extraordinary mental abilities and concentration, and through years of practice is able to perform two complex and two simple independent actions, simultaneously, one with each arm.
Each of his tentacles is able to lift approximately 8 tons (provided that Octopus supports his harness with at least one other arm in order to prevent the chest harness/skin interface from bearing any part of the effort). With one arm, Octopus can lift an automobile. With two arms, he can throw an automobile tens of feet, or lift a small bus. The pincers on his arms are capable of gripping with a force of 175 pounds per square inch, sufficient to deform any object made of a thin-walled substance less durable than steel. The pincers can, for instance, crush a handgun. By combining the intrinsic strength of both his tentacles and the pincers, Doctor Octopus can perform such feats as tearing steel doors off bank vaults.
Due to his "Octopus" nickname Octavious decided to live up to his unsavory moniker to its fullest extant. His new arms are more tentacle like than ever complete with chrome suction cups, three to each segment.
Personal Information
Personality:
When he was younger Otto Octavious was a shy soft spoken young genius. Due to an overprotective mother, abusive father and callous schoolmates. Otto became more and more defiant to the world and his co workers, and while his intelligence and talent grew so did his ego. Now a super criminal Doctor Octopus can be ruthless and cold blooded when someone is foolish enough to get between him and his goal. Seeing mankind as a inferior species he would rather avoid contact with them as much as possible. Octavious has severe social issues and justifies everything he does as payback for how he was treated when he was younger. Thinking he always has to prove himself and his great intellect to the world.
Otto holds intellect and the finer things in very high regard and sees himself as a modern day Da Vinci. The Renaissance master who he sees as his mentor.
Under all that anger and hate Octavious is a lonely man who feels if just one person understood his pain it would make all the difference. Getting to this part of him however is far more difficult than it seems..maybe impossible.
History:
Born in Schenectady, New York, Otto Octavius had a turbulent upbringing. His father, Torbert, a factory worker, was abusive and violent toward both Otto and his mother Mary, leading Otto to be shy and reclusive in school. Young Otto's shyness and good work in school got him labeled as a "teacher's pet" and targeted as a subject for bullying. Torbert Octavius did not appreciate having a bullied son, and roared at Otto to use violence in dealing with the bullies. Mary Octavius would defend her son from Torbert's tirades, saying Otto was a gifted thinker who would use his brain to solve problems, not his fists. Due to his mother's insistence and her disgust towards men who worked in manual labor, Otto was determined not to become like his father and threw all his efforts into his education, regularly scoring top marks. Otto's devotion to study paid off with him being awarded a university scholarship. During Otto's freshman year of college, his father's death due to an industrial accident pushed Otto towards the study of, and obsession with, physical science. After graduating from college, Otto Octavius found work in an engineering firm.
Otto became a brilliant and respected nuclear physicist, atomic research consultant, inventor, and lecturer. He designed a set of highly advanced mechanical arms controlled via a brain–computer interface to assist him with his research into atomic physics. The tentacle arms were resistant to radiation and were capable of great strength and highly precise movement, attached to a harness that fit around his body.
Though his relationship with co-workers was typically hostile, a fellow researcher named Mary Alice Anders befriended him when Otto impressed her with a demonstration of his harness, and the two began a courtship. In due time, Otto proposed marriage to Mary Alice. However, Otto's mother did not approve, believing that no woman was good enough for her son. To please her, he ended his engagement. Later, when he discovered that his mother had begun dating a librarian, he rebuked her, causing her to have a fatal heart attack in the heat of their argument. With the death of his mother and Mary Alice Anders out of his life, Octavius' disposition towards nearly everyone became mean-spirited, and he had become more distracted from paying attention to detail and safety precautions in his work.
During an accidental radiation leak that ended in an explosion, the apparatus became fused to Octavius' body. It was later revealed that the radiation (or possibly his own latent mutation) had mutated his brain so that he could control the movement of the arms using his thoughts alone.
Though Doctor Octopus himself is portly, in poor physical shape, and is near-sighted, with his chrome plated actuators he is physically more than a match for Spider-Man.

In the darkness a flash of silver and the whir of metal on metal can be heard, as a man wearing a long green jacket walks from the light of one lamppost to another. The rain pounds down on him making his hair wet as it falls over his face. Its cold and dark and in this light its even harder to see as the rain coats the small black spectacles on his nose. But he doesn't need to see with his eyes, not when he has "them".
As he walks his eyes narrow when he passes by a seedy bar near the docks on his way back to his lair. As one of the local drunks stumbled out he falls at the mans feet. Pausing for a moment a dark eyebrow arches as he simply steps over the man to continue on his way.
"Hey!" the drunkard yells. "Dont'cha walk over me like I'm scum!" He stands and takes out a small pocketknife and clicks it open. "Ill cut ya and then you'll see who's steppin over who..."
Pausing from his trek home the man turns as light from the lamppost reflect off of his glasses. For a moment its almost as if his eyes themselves are black. "Do you know where scum is suppose to reside?" He asks turning to face the man.
"Huh? What the..You think you're some sorta comedian!?"
"Scum is a collection of bacteria that grows on the surface of stagnant water. It grows and grows and chokes out everything else in its path..." It was then a flash of silver struck out from behind his back grabbing the drunk man in a vice like grip. Pulling him forward he came face to face with Doctor Octopus.
"I detest people like you. Worthless, weak and too dull to know when the world is sick of you. You add nothing and when you die all that anyone will remember of you is your stench. Perhaps you really are scum. Allow me to help you home.." With the flick of a wrist the man was suddenly hurled into the water behind him making a rather impressive splash!
"Hmm...I stand corrected. That water is way to rough to grow scum. Pity.." He said calmly before continuing on his way.
