Powers And Abilities
Strengths:

Speed and agility
His greatest asset is his speed and agility. He's not a large or muscly man, and this lends him a great deal of swiftness in combat. All of his fighting styles are based around speed, and he's exceptional at fast strikes, and not bad at dodging.
Martial arts
The Lieutenant is very skilled in martial arts and hand to hand combat. Although he augments his skills with his electrified Kali sticks, he is able to fight well without them.
Fearlessness
Lieu is downright fearless when it comes to combat. He will never back down or surrender because of fear, and will gladly jumpinto the fray no matter the opponent... be is a bender, or a giant polarbear dog.
Durability
He is able to take a great deal of punishment without stopping. This is not because he has any powers, but because of his great strength of mind. He does not want to fail, so he will not fail. This often means he will keep fighting and fighting, then suddenly collapse as everything catches up to him.

Lieu is 100% human. He can be wounded, catch illnesses and die just like every other human, and has no special resistances or immunties.
No special powers
Unlike a lot of people from his world, Lieu is a normal person. He cannot bend any elements to his will, and he had no special powers what so ever.

Electrified Kali
The Lieutenant's main weapon. He weilds a pair of electrified Kali sticks, designed for use in combat. The sticks are not attached to him in any way, but when he holds them in his specially designed gloves, they gain an electric charge.
Armoured UniformHis uniform offers some protection in battle, especially against fire, earth and waterbending as it was designed with these specifically in mind. It has small amounts of metal on it, but it mostly thickly layered wool and leather. He also wears a pair of goggles over his eyes for protection, and a helmet-like hood.

The Lieutenant is an incredibly trusting and loyal individual. His faith is near unshakable save for the most dire of life-changing facts being revealed, and this just makes betreyal that much worse. And he's been betrayed a lot in his life, and the experiences have left him somewhat bitter. Although he's tried to change, Lieu is still unshakbley loyal to anyone that earns his respect and this is a huge flaw with his personality. His dogged determination for a cause often leads him to trouble, but he fights on. That is one thing that this man is; a fighter through and though.
He never gives up and never surrenders, and he never backs down, unless physically unable. His hatred of benders drove him partially to this point (and this likely extends to mages from other fandoms now), but his devotion and respect for Amon were his main drives. His love and loyalty for Amon cannot be matched by any other defining feature of the Lieutenant, and though he regrets that he devoted his life to a liar, he can't quite bring himself to move on completley, even having woken up in this strange place but minutes after he felt the darkness closing in from Amon's bloodbending.

The Lieutenant had been Amon's righthand man from the beginning of the Equalists campaign. A non-bender, Lieu was often picked on and targetted by nasty benders in his neighbourhood, and because he refused to back down and simply take a beating, they picked on him even more, because they knew he would fight back. Amon all but saved him one fateful day, and from there, Lieu dedicated his life to Amon, and would follow him and his orders where ever they took him, his faith in Amon nigh unshakeable.
However, when Avatar Korra appeared in Republic City, his luck started to slip. He failed more and more frequently, and could only bring Amon disappointment... but his loyalty kept him going. His knowledge that he was doing something right, and for someone he respected highly.
Until the day Korra and Amon, no Noatak, fought. That betrayal hurt more then any beating he had ever taken, and ripped at his heart. He had charged at Amon, ready to punish for all the lies, over all the years. But Amon had simply thrown him aside to die, like a ragdoll.
The Lieutenant woke up here, when he thought he should be dead, bitter, angry and upset. Betrayed. He wanders rather aimlessly, feeling as though he's lost part of himelf with his loss of Amon.

He'd charged at Amon, ready to lash out for the injustice he'd been dealt. Ready to try and quench the tearing pain in his heart from what he'd just found out. Korra had been telling the truth. Amon was a bender, and had lied to him all this time, lead him down a path blindly, and he'd swallowed the lies without question. The Lieutenant's anger at his leader was rivalled only by his sadness. Tears threatened to well in his eyes as he leapt at Amon, Kali sticks in hand, ready to strike the other where he stood... But his attack never made it and he was stopped midflight by the masked man's bloodbending.
"You served me well, Lieutenant."
Amon's voice reached his ears, but he was too lost in pain to hear. His body screamed for the pressured of the bloodbending to let up, and yet he could barely make more then a croak in response. He hung in the air for what felt like forever, before Amon threw him aside like a spent tool, no longer of use. He smashed into a set of wooden planking and all went dark.
He awoke, trembling. It was dark here and he shakily hauled himself to his knees, putting a hand against his head. His entire body stung and ached, abused as his blood had been, and he tried to focus enough to look around himself, and quench the nausea clenching his gut. He seemed to be in some kind of back alley, somewhere, but who knew where? The last few moments before he'd been knocked unconcious had been a blur... But he remembered one thing and one thing only. Amon...
