Powers And Abilities
Strengths:
- waterbending: Tarrlok is capable of bending water, as long as there is a water source around. Just like any waterbender, he can use water in any shape and form. He is very skilled with this.
- bloodbending: A rare evolution in waterbending. Tarrlok was taught by his father how to bend the blood in living being's veins, control their bodies and do whatever he wants to do with them. Also it was even more are how he can bloodbend without full moon. He is able to bloodbend multiple people at once, as long as they are in his range. As a side note, Tarrlok hates bloodbending. But he will use it, if he feels in danger.
- high intellect & silver tongue: Tarrlok is a smart man, who studied history very well. He always has ideas and opinion on various things. He is well educated, knows how to improve himself in the intellectual way. Tarrlok also has a way to convince people to what he wants to; taking them to his side. He always speaks in a confident and soft manner, which charms most people.
Weaknesses:
- human: Self explanatory. Tarrlok is a human, who has the exact same physical weaknesses. He will be hurt and taking damage, when he's hit. He doesn't have any special resistance or armour or anything to prevent him any guard.
- in need of element: In order to bend water, he needs said element around. He cannot create water out of thin air. As a side note, he isn't as powerful as his big brother in bloodbending. Tarrlok is outmatched, when it comes to that.
- burdens of the past: He has restarted his life, when he came to the Republic City. In order to join the City Council to become a politician, he needed to hide about Yakone, his father who was a criminal. He still feels bad and guilty about his big brother leaving alone, while he could join him back then.
- bending taken: That's right. Tarrlok's bending was taken permanently by Amon. Thus, he cannot perform waterbending and bloodbending anymore; until his bending can be restored. This restoration can only be done by limited people. (Noatak and Korra) Will he be able to convince them for it?

- bending: Waterbending and bloodbending. But he's unable to bend, unless his bending is restored.

Personal Information
Personality:
From the outside, Tarrlok seems as a calm, confident, intelligent and caring person. He always speaks in a well and proper manner. He's respective, well educated and can inform anyone in need. He works hard to make the Republic City better... in his on terms, of course. If other chairmen in the Council don't agree with him, he just convinces them with his soft tone and carefully chose words. He is a good liar, knows how to use his silver tongue and manipulate people.
But inside... He is hungry for power. Once he tastes it, Tarrlok can go in extreme ways to achieve what he wants. He's secretive about his past, never proud of his father and their bloodbending skills. He may seem as a caring person for everyone, but that isn't always true. Tarrlok proved to harm the others, if they get in his way. He's ambitious, obsessed with power, not as decent as he seems to be. It is also a bitter fact how he wanted to prove himself better than his father, but only to end up just like him.
In order to become the city's saviour, he did many bad things, being the cold and ruthless man he is. He wanted to rule the city from the very top.
But after his bending was taken away from him and he was imprisoned, he noticed the errors he made in the past. And he regrets each of them. Noatak may believe in a second chance, but Tarrlok doesn't. In fact, he believed death of both would solve things better. But how wrong he is with that.
History:
Born in Water Tribe, being Yakone and his wife's son. He has an older brother Noatak. While their mother was very caring and nice, Yakone was a criminal whose bending was taken away by Avatar Aang. He was determined to teach his sons how to bloodbend without needing a full moon, so they would get his revenge from the Avatar one day. But none of the kids were happy about this. Though, they had no choice but to train with their father. Tarrlok wasn't as good as his older brother and he hated bloodbending. One day their father asked them to bloodbend each other, but Tarrlok refused to do such a thing on Noatak. An argument occurred and Noatak ended up bloodbending on their father. Then he offered Tarrlok a new life. They could run away and start over. But Tarrlok chose not to come with him. He couldn't leave his mother. An angry Noatak ran away, while Tarrlok returned to their home with his brother. Having no hope in Tarrlok, Yokane stopped training his remaining son. With years, both of his parents passed away; not being able to stand their cracked family.
That's when Tarrlok moved to the Republic City to start his new life. He hid about his past and relation to Yokane, along with his bloodbending skills. He improved himself and joined the City Council to represent Nothern Water Tribe; to help them with making the city a better place. He couldn't agree with other chairmen with all the topics, but he always had a way to impress them with the use of convincing words and driving them to his side. He had an unspoken rivalry going on with Tenzin.
In order to fight against this group of Equalists and their anti-bending move, Tarrlok started a special task force and even pulled the Avatar into a trap to work for him for a time. Instead of having peaceful negotiations, he chose to use brute force on Equalists. During this move, he went to extreme ways; even if it meant throwing innocent people's lives to danger. When Korra didn't agree with him and attacked Tarrlok, he fought back; this time using bloodbending on her. After successfully kidnapping the Avatar and taking her to a place where no one could find them; the place was attacked by Amon and Equalists. Amon took Tarrlok's bending away, while Korra managed to escape. And that was the moment, Tarrlok recognised who Amon was.
Tarrlok was later imprisoned by Amon. He was found by Korra and Mako during Amon's claim over the city. Tarrlok revealed about Amon being his older brother, Noatak; and told them about their past. When Amon was defeated by the Avatar and Mako, he made his escape; taking Tarrlok along. Noatak was talking about restarting things in the boat and this being their second chance, Tarrlok had made up his mind. By igniting the fuel tank of the boat, Tarrlok tried to kill both Noatak and himself. The explosion was great and none of them were supposed to survive.
But he did, finding himself in a badly wounded state in a new world.

Everything suddenly seemed so very easy.
His life experiences had shown him how difficult it was to achieve something. Lots of effort was in need to done even for the slightest things. To build a thing, a new life; was never easy. It had took him years to get at that point where he worked as a respected councilman. People believed in him, liked him. They had hopes and he had a greater plan. He could get to the top for taking control fully. He would be a great leader.
But his plan was simply crushed to pieces, when the Avatar stepped in. That wasn't just her fault, though. His brother, Noatak; was more responsible for it. In the end, none of this mattered. He was wrong. He was wrong all the way. It was a shame he noticed this only really late. Now he was mostly sorry. Ashamed of his doings. He had became what he wanted to avoid. Tarrlok was now believing he deserved what happened to him.
Many mixed feelings flowed in his head and stone cold heart. This was when he thought things were beyond control. He was beyond help. So was Noatak.
Perhaps, they could restart from scratch; pretend like nothing happened. They could build a new life elsewhere, live together in peace and silence... Away from eyes. Could they be happy again? Tarrlok wasn't sure of the answer anymore. All he knew was... He was tired and not excited. He was feeling bad and guilty instead. It was too late for a fresh start. Both of them had done so many wrongs, only to prove they were worse than their father. That hurt Tarrlok the most. The innocence in them was long gone. No matter how much one could work, that wasn't something to be gained again. Once lost, it was forever gone.
Releasing his breath from his lips, the younger brother lowered his eyes; thoughtful. There was no future for them. They certainly didn't deserve a second chance. Perhaps, Noatak would never forgive him for this; but Tarrlok didn't believe it mattered anymore.
And it was the end. Their story had to come to an end. At least, he wished it would be.
